The project, Investigation and Verification of Soil and Groundwater Contamination, had continued the works over the past few years of Tainan District. Work contents of the project include soil and groundwater contaminated investigation; monitoring well external appearance patrol, maintenance and repeal; review and on-site systematic inspection of storage tank; declaration inspection and verification of regulated enterprise； supervision, monitoring, verification and inspection of soil and groundwater contaminated site; emergency response and educational promotion and administrative assistance.
For regular soil monitoring, it had finished 16 lots of farmland and 1 non-farmland. 4 of 16 farmland and “XIE YI SCREW CO., LTD.” which the soil results are lower than Soil Pollution Control Standards are suggested being stopped monitoring next year.
For the regular groundwater monitoring, it had finished 87 wells which the results are similar with past few years. Arsenic (As) results of monitoring well R00552 which locate in Wu Shan Tou region had continuous exceeded the first category groundwater contaminated control standard. According to the geological analysis, it shows that the fact of exceeding standard arises from geological deposit. Lead (Pb) results of well GW-26601 which locate in “LAND SERIAL NO. 0270-0000, GONGYUAN SEC., RENDE DIST.” had exceeded the second category groundwater contaminated control standard. A standard groundwater monitoring well is suggested being installed for long term monitoring. The goal of monitoring well is to evaluate whether the pollutant sources in the groundwater originate from the waste of landfill.
Patrol and maintenance of monitoring well appearance had finished, include 91 appearance repair, 13 main body repairing of monitoring well, 20 well condition assessment, 10 intra-well repairing and 7 of well repealing which had no more monitoring purpose.
Declaration of underground storage tank reach 100%, 113 stations on-site inspection, 4 of 113 stations are suggested being verified; 411 sites of confirmation of regulatory compliance and guidance for additional enterprise storage system, 64 of enterprises should complete the monitoring instrument and declaration of storage tank, and 132 of enterprises could be unregulated.
245 of announced enterprises had already reviewed. 36 of announced enterprises had finished sampling and investigation, 5 of contaminated site evaluators had finished the prospecting declaration. 25 of high contaminated potential factories had finished verification and guidance.
The project had review 81 site reports, 455 of site patrolling. 5 of 7 investigated sites could be unregulated, 1 of 7 sites should continue groundwater monitoring and the rest of 1 site still maintain at illegal level. 2 of 8 verification sites should continue monitoring and the rest of 6 sites had no more contaminated concern. 1 of 3 emergency response sites should be regulated and the rest of 2 sites had no more contaminated concern.
For the administrated assistant, 6 propaganda orientation, 11 campus educational promotion had been held. Submitting the report of improved and innovative strategy, announcing the related soil and groundwater news, articles and press releases into the social media.
